An ATM system performance evaluation framework: Development of an initial RTSP construct

• This paper outlines a framework for evaluating the total system performance of NextGen operations. • This effort introduces a “common currency” (errors in aircraft state vector estimation) to evaluate how individual supporting elements impact the total system performance and allow trades (or “trade-offs”) of their performance levels. • If the framework is applied to a broader set of operations, each of them will have a set of (discrete) levels of performances. ○ Further, reduction is however possible by examining similarities between operations and clustering results.
