  • Abstract
    Since Zhejiang Provincial Party Committee and Government made the decision to boost the Ningbo-Zhoushan Port integration and acquired the approval of National Ministry of Communications, the Ningbo-Zhoushan Port integration has remained only on paper and brought no substantial change to the management of the two ports. The reason lies in that Ningbo and Zhoushan in Zhejiang have not settled the gain sharing in the integration construction of two ports after the combination yet and that the governments at two levels and in three regions have been virtually in a strategically gaming state. To speed up the two-port integration, it shall be ensured that the concerning parties can gain higher profits than that before integration. Therefore, the post-integration gain sharing must be identified at the policy level and the joint-stock operation shall be used to achieve reasonable gain distribution when the economical services function of the government is given the full play to advance the integration construction in an overall way.
