  • Abstract
    This paper focuses on the Poyang Lake Ecological Economic Zone, and tries to discuss the design of a marketized eco-compensation mechanism in Poyang Lake, which was based on the Beyond Property Right stimulation. On the one hand, owing to the inadequate fund, the governmental compensation works ineffectively in terms of the conservation of biological resources in Poyang Lake; on the other hand, the market compensation doesn´t function well for it is hard to define the property ownership. Therefore, this paper proposes to build an eco-compensation property market, directed by the governments at all levels, concentrating on the trade members or agents of eco-compensation target, which aslo can be supervised by some non-profit and non-governmental organizations. Besides, it can promote the building of a marketized eco-compensation mechanism by the introduction of a competitive and incentive mechanism of Beyond Property Right.
