Abstract
A software emulator has been developed to support the Integrated Terrain Access and Retrieval System (ITARS) under development for the US Air Force. The emulator has proven to be an excellent tool to develop terrain-following, terrain-avoidance, route-planning, SITAN, mission-planning, and other mission-related algorithms. ITARS is a repository of massive amounts of terrain elevation and feature data as well as COMINT and ELINT data. It has utilities that allow it to store and use the emulator algorithm such as navigation, weapon deliver, etc
