  • Abstract
    The era of knowledge economy has brought new vitality and atmosphere for official group, while a new requirement for the official´s ability and quality is also put on the agenda. As a result, as civil servants in the new era, they should have the corresponding quality and skills. However, there still exist some shortcomings in the quality of civil servants, including low level of academic qualifications, weakness in knowledge and ability, poor ability in political distinguishing, and so on. To improve the civil servant´s ability and quality, we should: firstly, enhance the education such that improve their own quality; secondly, complete competition mechanism and incentive mechanism to absorb high-level personnel; thirdly, adjust the staffing, balance urban-rural gap; finally, strengthen the supervision mechanism.
