Abstract
When designing a special information fusion system (IFS), it is important to establish metrics and comprehensive assessment method as part of evaluation strategy. According to information processing flow in IFS, a new hierarchical metrics system was developed to evaluating system effectiveness after defining three fusion ability (FA). To reflect the uncertainty of qualitative metrics values by experts, effectiveness reliability model (ERM) was introduced, and the discounting evidence combination rule (DECR) was developed to deal with effectiveness reliability sets. A numerical example showes the proposed evaluation architecture is practical and a more reasonable result can be obtained by DECR when existing the conflict assessment.
