Abstract
This short paper describes the architecture of an advanced data fusion system designed to solve the multisensor, multitarget, ocean surveillance problem. Fusion is posed as a labeled set covering problem, set in the context of maximum a posteriori hypothesis selection using kinematics, commensurate and noncommensurate attributes, and a priori sensor and scenario statistics for hypothesis scoring.
