Abstract
Investigates two facts: mobile is the current market driver, and Internet access will be the future market driver. This means that the next wave of infrastructure development will be driven by the demand for high-speed network access. However, for this uptake in demand to occur, further re-regulation and technological innovation are key. Regulators are already in the process of redefining everything that is critical to local loop investment, such as facilities unbundling, spectrum allocation, access charges, and universal service definition.
