Abstract
This paper analyzes the problems with Energy-Conservation Based Dispatch (ECD), discusses the necessity to establish a practical operation target from two aspects, the target and constraints for ECD. Considering coal consumption, water consumption, emissions, network loss, and transport consumption, the authors revises the energy consumption of air-cooling units and desulfurization units, and put forward a Comprehensive Energy Consumption (CEC) as target for unit sequencing and scheduling in ECD. Analysis shows that this practical target can greatly simplify the ECD model and is of great engineering significance. Simulations based on a sample are employed for demonstration.
