    This paper presents a method for locating short-circuit faults using voltage sags identify model based on the minimal coefficient of variation. When a fault occurred in a node in the electric power system, the influence degree will not be the same in different area, and when different place malfunctions, for a section in the network, the influence also will be different. Therefore, the different monitor in the network will get different voltage sag characteristic. If we can know the characteristic of the voltage sags in different place. It is possible to find the fault location or area. The basic idea of this paper is building a voltage sags identifying model under different type of fault, and comparing the voltage sags measured by the monitors on-line with the model and computing the coefficient of variation, the minimal coefficient of variation corresponds to the fault location.
