  • Abstract
    On Dec. 2009, the Chinese government set up a low-carbon target of a 40%~ 45% carbon emission reductions per unit of GDP by 2020 compared to the 2005 level. To contribute to these discussions, we developed a carbon emission supervision system for the low-carbon city construction. The concept, role, contents and construction methods of carbon emission supervision system for have been proposed. The supervision system can efficiently manage the energy consumption and the carbon emission of future low carbon-society. The method can be applied to the cities that have set up the low carbon city plan to achieve the low-carbon target. Among the contents and the methods, the carbon intensive department carbon emissions of environmental protection supervision system´s establishment and promotion were the major field to reduce the carbon emission.
