    This paper is motivated by the review of the 17th Party Congress report on deepening Reform of Chinese Science and Technology System, which further requires the introduction of the reform process of Chinese Science and Technology System, and analyzing the existing problem in the Reform of Chinese Science and Technology System, based on the views put forward related countermeasures.
