After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper analyzes the developmental dilemma of the undergraduate tutorial system, and the current education of English studies in Chinese higher learning. Taking Xi´an Polytechnic University as an example, the author explores a bottom-up strategy of conducting the reform of tutorial system, which justifies the necessity and favorable condition of implementing the tutorial system for undergraduates of English.
