  • Abstract
    It is urgent to study disaster-relief ability of urban transportation system (UTS) when uncontrollable and often unforeseen events (disasters) occur. To evaluate the capability of UTS relieving disaster effectively, evaluation index system composed of personnel, facilities, traffic system and management system is constructed. This paper proposes a comprehensive assessment model based on fuzzy analytical hierarchy process (FAHP), that aims at ranking influence factors systematical and evaluating disaster-relief capability totally. Experts´ comparison judgment are represented as fuzzy triangular numbers and analytical hierarchy process (AHP) is used to make decision in the model, and the membership grades of index or criterion is determined with vague statistics approach, and the relieving disaster capability is assessed. Thereby, the allocation of resources is optimized.
