Abstract
Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.
The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org.
Based on the concept of management through overall process, this paper divided the emergency management process of mass incident into sis stages, and built the evaluation index system of the emergency capability of mass incident. On the basis of AHP, this evaluation index system selected 6 indexes in I-level, 13 indexes in II-level, and 37 indexes in III-level. The aim of this evaluation index system is to provide a theoretical basis and practical operation reference for improving emergency management capability for mass incident.
