After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Colleges are the focus of attention, the occurrence of unexpected events university will not only endanger the personal safety of students, and it will affect the harmony and stability. Ideological and political work as the Chinese Communist Party´s fine tradition and political advantage in the emergency lifeline role play, which occurred before the incident occurred in the power play after they have occurred. This paper is based on the university incidents, from the perspective of ideological and political education emergency response analysis of university policy to discuss emergency management college Ideological and Political Education in the play, in order to promote ideological and political education, maintaining social stability.
