Abstract
The implementation of intelligent transport systems (ITS) is a national strategic challenge, as the system will play an important role in building an advanced info-communications society helping to improve road safety, transport efficiency and comfort as well as environmental conservation. In Japan, four ministries and agencies - the Ministry of Internal Affairs and Communications, the National Police Agency, the Ministry of Economy, Trade and Industry, and the Ministry of Land Infrastructure and Transport (the Road Bureau and the Road Transport Bureau) are promoting ITS
