Abstract
This paper stands at the viewpoint of market surveillance committee and sets up a series of key performance indices (KPI). These KPI is to identify the character of bidding behaviors of the participants of electricity market, it provides the tool to measure and compare different market participants. This paper firstly introduces the conception and functions of KPI. Then considering the practice of electricity market, it set up the KPI using to analysis the generators´ behaviors. At last an example of Northeast Electricity Market in China is puts forward to illustrate how to identify the behavior of collusion and trace out their strategy with these KPI
