    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

    This article holds that economic development is a subjective activity of human beings for satisfying their own demand and realizing their own development, therefore, economics is a ldquodiscipline on humanrdquo concerning human demand, human economic activities and human development, but not a pure ldquodiscipline on materialsrdquo studying allocation, movement and mutual relationships of various production means/elements. Modern economics has presented some tendency of deviating from human interests, and modern economics has also developed a theoretic framework of stressing materials while neglecting human´ and an orientation of ldquomaterializing human beingsrdquo, which should be rectified and updated. Economics should stress the study on human´s creative labor and senior personal demand and establish a new theoretic balanced model centered on human´s creative labor.
