Abstract
This paper describes a software tool that has been developed to facilitate the study of state estimation and network observability analysis algorithms. In addition to these functions, the software package also supports a power flow function by which automatic creation of consistent measurement sets is facilitated. All applications that make up the software package are implemented in a modular fashion to allow easy modification and/or replacement of any one or more of them in the future, to reflect changing needs as well as solution techniques. Several examples are included in the paper to illustrate the usage of the program along with its various unique features
