After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Low-carbon economy (LCE) is a new approach of economic development under global climate change and energy crisis, and evaluations of its influence on the regions around the world have been the current hotspot. The paper selected Longgang in Shenzhen as the study area. Based on the substance and characteristic of LCE as well as its principles of establishing related index system, its current situation in Longgang was reviewed and the evaluation index system was obtained. Also, the paper determined the weight of indexes by entropy weight method after data standardization and got a comprehensive assessment conclusion of LCE development during 2005-2009. The result indicates that, as an area of the economy developed rapidly in China, Longgang has a continuously increasing LCE, which will actively promote LCE of the country.
