Abstract
In 1998, the State of California adopted a technology standard for teachers and required teacher credential programs to write a plan on how they would meet it. A technology proficiency certification system is developed, which used portfolio assessment to allow teachers to demonstrate up to three levels of proficiency. CSUB has required its faculty members to attain levels I and II. Teacher educators and students have traditionally shown resistance to using educational technology due to several factors. CSUB has ITV facilities that serve remote areas in the service region. The independent study course is adapted as an ITV course offered weekly for two hours. Similarly, those instructors refer their students to the ITV course as additional support in completing portfolios. The course is designed to explain the certification system, provide information on current ways to attain certification, demonstrate portfolio exhibits and how to assemble a portfolio. According to the survey, it is very helpful for students to have access to this resource.
