  • Abstract
    This paper presents a research on the establishment of water-saving systems of Huai River Basin, which lies in the eastern part of China. An introduction is made to show that with the sharp increasing of water demand and heavy pollution, water shortage is becoming more and more severe in Huai River Basin. As a result, the water-saving systems should be established at once. As to Huai River Basin, there are three types of system bases with regard to water-saving: national legislations, local legislations and normative documents. It is pointed out that although the water-saving systems of Huai River Basin have been initially shaped, there are still some defects arising, such as the lack of river basin´s uniform regulations, small proportion of local laws and deficiencies of specified systems. On the basis of detailed analyses, three basic principles and two construction modes concerning water-saving management are given. At last, the framework of water-saving systems of Huai River Basin has been designed, which is composed of three parts. The first part is the existing water-saving systems which are relatively perfect. The second part is those existing water-saving systems which lack of operability and need improving. The third part is the new water-saving systems which should be created at once. Huai Water Resources Commission should make vigorous efforts to establish the water-saving systems.
