  • Abstract
    The definition and quantitative expression of the overtopping vulnerability were introduced based on the natural disasters risk evaluation mode recommended by the Humanitarian Affairs Department of United Nations. In the study, the assessment model of the property index and population index reflect vulnerability was explicitly given. Divide the interval of overtopping vulnerability on a scale of 0 to 1 by using five-tier system, each has its vulnerability attributes accordingly. The security evaluation of overtopping vulnerability can be provided. Consequently, case study of Chengbihe reservoir in Guangxi Zhuang Autonomous Region of China has been applied to demonstrate the procedures of the method, and the example analysis results indicate that the overtopping vulnerability is 0.893 which is classified into the category of “highly vulnerable”.
