Abstract
Telecommunications network carriers have seen growing changes in the world surrounding the management of telecommunication networks. The TMN standard alone can no longer provide the framework that is necessary for developing an integrated, interoperable global wide network. This paper presents the active Q adaptor, a mediating device that provides the carriers with a new management framework that can adapt dynamically to the changing needs of network management. The device provides NMS with a unified, enhanced Q3 interface over subordinate NEs supporting multiple network management protocols. This paper presents the functions provided by active Q adaptor, and how they are implemented in the prototype that was developed. The prototype is based on a CORBA platform
