Abstract
Key human resource issues in information systems (IS) for the 1990s were identified by a Delphi study of IS executives and consultants. Three rounds of survey of participants were used to move opinions toward consensus. Acquiring a stronger business orientation was the top-ranked issue. Preparing a strategy to transfer certain tasks to the user was number two; number three was retraining personnel. The author discusses survey methodology, analyzes results, and provides conclusions
