Abstract
This paper presents a new rate-limited traffic smoothing algorithm for MPEG-4 AVC video traffic suitable for switched digital video cable deployments. It will be shown that the algorithm reduces bit rate variability and offers high buffer utilization. Such a smoothing algorithm can also minimize packet losses due to buffer overflows at the STB.
