Abstract
In the CDMA cellular mobile communication system, the order of neighbor cell list (NCL) determines whether the mobile station can make a success handoff to the best neighbor in time. Therefore, the success rate of handoff depends on the suitability of the NCL´s management, which directly affects network performance. Traditional NCL algorithm used the method of manual observation and was adjusted by the long-term performance data. This paper presents a new algorithm of optimizing NCL, which based on the pilot signal interference ratio (Ec/Io) from daily test data and realizes it in a real CDMA network. The simulation results show that this algorithm reduces manual labor and also considerably has reference value for daily optimization.
