  • Abstract
    CSE was usually adopted as one of the tender evaluation methods in Chinese construction market. Because of the shortage of supervision and management, CSE had become a tool of bid rigging used by some persons. Therefore, based on the data of cases from Nanjing Construction Project Exchange Centre, empirical analysis of CSE was done in order to prove whether the phenomenon mentioned above existed. The frequency of bidders´ participation, the degree of quotations competition and the influences of using different quotation benchmark in CSE were tested by spss13.0. The conclusions might be drawn: CSE that adopted the average quotation benchmark could not stimulate the bidders´ competition. Moreover, the owner could not share the quotation discount which was brought by bidders´ competition. The owners or the tender agencies might use faulty evaluation items to conduct bid rigging, which fought against inequitable competition in China construction market. Finally, the improved CSE which adopted some advantages of LEB was given.
