Abstract
The standardization of the structure for the emergency response management team (ERMT) is the foundation of efficiently handling all kinds of emergency. Basing on the work of other researchers, this paper used methodologies of ontology and UML to construct an ontology-based model for ERMT. It focused on the characteristics of ERMT. This ontology-based model facilitates the shared understanding for people from different domains. It maps the corresponding relationship between the positions in ERMT and the roles in government, in this way, strengthening the ability to manage and respond efficiently to the crisis. This paper is based on the actual requirements of enhancing emergency management, which is becoming more and more important after ´911´. So it is very useful and has a wide application in practice. The model can be used to rapidly bring together various resources into rational ERMT according to types of unexpected events.
