Abstract
Using LEOs data communications technology of Orbcomm, the data communications machine which can realize point to point data or message transmission between satellite and control center has been developed. Then the paper describes a marine salvage management information system that is based on Web Service technology and Google Earth. The system consists of serval modules, such as satellite data communications module, GPS location module, embedded subsystem and Internet communication module. The system can provide effective services that include ocean-going ships command and dispatch, emergency communications, disaster information reporting and information sharing.
