Research on the Comparative Appraisal Method of Intellectual Property Right Protection Based on the Theory of Evidence

Appraising the present level of intellectual property right protection accurately is the important work for one country to design appropriate intellectual property right policy. The existing appraisal systems of intellectual property right protection have the problems of unreasonable index and appraisal method. This paper presents a comparative appraisal method based on expert evaluation. In this method, we appraise the level of intellectual property right protection through comparing it with one country´s level of economy, science and technology development. But this comparative appraisal method is based on the subjective judge of experts, so there will be uncertainty in the appraisal course and results. In order to lest the subjectivity and uncertainty of experts´ opinions and make the appraisal process and result more objective, the paper introduces the theory of evidence to synthesize the experts´ opinions and studies the course of comparative appraisal of intellectual property right protection based on the theory of evidence.
