Abstract
Fully configurable video coding is a new concept where, a universal video decoder (UVD) can be configured to execute any decoding algorithm as specified by a configuration syntax embedded in coded video stream. This paper presents a software implementation of a UVD that can efficiently construct and execute any specified video decoder at comparable speed to a pre-compiled decoder.
