After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper proposes a new evaluation system which consists of four main subsystems of resource, environment, economy and society, at the same time, the mathematical method is used in this new evaluation system. This new system can evaluate the degree of development of a single region and also can evaluate that of the coordinated development of different regions.
