After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In recent years the processing trade of Shandong Province has maintained a momentum of steady growth. But under the increasingly changing international economic environments, challenged by internationally industrial restructuring, and heated competition at home and abroad, the upgrading of Shandong´s processing trade is under great pressure. A conclusion can be drawn on that there are still problems in development of Shandong´s processing trade as compared with Guangdong province. Having probed into the factors which hinder Shandong from upgrading its processing trade, we try to figure out the measures to promote Shandong´s processing trade.
