Abstract
Regarding to the importance of e-government affair system (EGAS), how to model it has been widely discussed for a long time. Although metamodel, the abstract model of system, plays a crucial role in the process of modeling, the research about metamodels of EGAS is nearly blank. Therefore, based on the knowledge of roles and multi-agents, this article manages to metamodel EGAS. The aim is to put forward a general guideline to fill in the gaps and rich the system modeling theory. It can also provide references to model EGAS and improve the intelligence and flexibility of system construction.
