Abstract
A modified parameterization of functional observers is characterized. A free parameter in observers is restricted within the ring of strictly proper stable rational matrices. The order of observers is lower than the previous ones by the number of output. When input disturbances exist in the plant, the resulting parameterization of estimation error dynamics is also given
