Abstract
PHS (Personal-Handy-phone System) provides economical wireless access services and represents the first step towards personal telecommunications. The PHS service has been provided since July 1995, in Japan. We describe terminating call control for PHS, which is achieved by simultaneously forwarding a terminating call message. We show the advantage of forwarding a terminating call message twice at the network by using a mathematical model. Finally, we propose a secure control method for the terminating call in order to prevent fraudulent access.
