Abstract
With the rapid increase of grid-integrated capacity of wind farms, the risk of power system blackouts has increased significantly for the reason that output of wind farms is of fluctuation and uncertainty. The potential of wind farms participating in power system restoration after blackouts has not been adequately excavated. This paper firstly proposes a hybrid black start unit(BSU) containing combustion gas turbine, wind farm and static synchronous compensator(STATCOM), and then gives a three-level control model to achieve comprehensive goals including active-reactive power output control of BSU, and distribution control of active-reactive power for wind farm. A control scheme that allows variable speed wind turbine (VSWT) to participate effectively in system frequency and voltage regulation is also described. An electromagnetic transient model of proposed BSU system is constructed and simulated with PSCAD/EMTDC and the results verify the correctness and effectiveness of the proposed control strategy.
