Abstract
Images are divided into a region of interest and a region of no interest, and then the images are layered by spatial frequency and coded. Priorities are given according to regions and layers for packets. We assume that routers transmit packets according to priority and network condition. By giving top priority to the region of interest, packets that are included in the region of interest are forwarded as first priority packets. Using the proposed method, we can perform remote technical consultation by video communication on the Internet
