Abstract
This paper discusses the background and goals of Project MESA and describes the methodology that is being used to develop the mobile broadband specifications needed to support public protection and disaster relief (PPDR) communications requirements. The draft Project MESA technical specifications are scheduled for approval by the end of 2004.
