Abstract
For making comprehensive evaluation of the highway network programming project be more flexible, objective and credible, this paper bases on DEA theory, establishes a non-parameter DEA model, by building up a comprehensive evaluation index system from the supply and demand aspects, by direct input and output method, carried out a comprehensive evaluation on the highway network for the purpose of optimizing the whole function of the whole highway network. In the course of the optimization, a variety of associated data will also be provided to the decision makers.
