    Teaching based on network resource is the powerful supplement of traditional education model. The design and development of the network teaching resources which have high quality, sharing is also the important support condition of the network teaching. According to the network teaching resources´ characteristic or the related elements, designing the network teaching resources´ basic procedural model. Carrying the analytic hierarchy process on the appraisement, the standardization standardizes resources designing concept and promotes our country´s educational resources construction standardization advancement.
