After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Online physical education in colleges and universities will help improve the quality and efficiency of physical education, be able to meet learners´ Individual requirements, and enhance social influence on college physical education. At present, there are still some unresolved issues in China´s college online physical education, and it can not fully meet the needs of the reformation of modern teaching ideas and college physical education. In order to develop university online physical education, we should pay attention to the development and implementation of physical education network and to the development of courseware, strengthen the management and application of online elective, and improve the network technology level of physical teachers.
