Abstract
The new development trend of information technology was described in this paper, which can be seen as the information integration between different industries. Then detailed description for the information services industry was made from two levels: the main strategy and the sub-strategy; The three major strategies include: self-strategic businesses, outsourcing service providers and the professional cooperation among the powerful; from each of the main strategies proposed the development of sub-strategies for further proceeding. Through the description of strategic development conditions from the levels of ¿hard power¿ and ¿soft power¿, based on expert Method a strategic risk factor evaluation model was presented.
