The study of Single Window model for Maritime logistics

In Logistics Area, it has been progressing work automation as implementing information system that exchanges electronic data for work efficiency. Most countries have requesting to change e-business service from EDI-based to single entry point based Single Window service in order to reusability and interoperability. Single Window service has to deliver a single electronic document to multiple recipients through submission to single entry point. As a result, it is possible to reduce processing time and cost due to single submission. But, the existed guidelines or specifications for a Single Window System of other standard bodies and international organizations are limited and cover such issues as basic concepts, electronic messages, business processes or data harmonization. They are usually generic and applicable to all industries; as a result, they have limitations in their applicability to specific countries or specific industries. Consequently, many countries face difficulties in introducing the Single Window because few practical guidelines and technical specifications exist. In full recognition of the absence of Single Window guidelines for maritime transport, this paper proposes to develop those guidelines, which (1) redefine collaboration processes among the stakeholders of maritime transport and (2) defines issues on Single Window Systems including regulatory procedures, legal matters, and system implementation methodologies. The Guidelines will include both business and technical aspects which will allow full Single Window System implementation for maritime logistics area. Impacts include significant savings in cost and time for user.
