Abstract
In this paper, a Call Admission Control (CAC) scheme based on the network stability is proposed. A new arriving call is accepted if the system remains stable after accepting this request. The applied criterion is the ratio of the cell average interference power per user to the background noise power. If this value is below a predefined threshold, the new request will be accepted. The relation of this measure to the network stability is investigated and its typical value is computed according to the network processing gain. Simulation results are provided to evaluate the performance of this scheme and are compared with the SIR based CAC algorithm. This criterion yields better performance in terms of the outage and blocking probabilities compared to the SIR based one. Also, numerical results show the feasibility of using this scheme for networks with heterogeneous applications.
