Linear functional observers for systems with delays in state variables: A multirate output sampling approach

This paper presents an approach for the design of a non-dynamical functional observers for linear time-invariant systems with time-delay in state variables. The proposed method is based on multirate sampling of plant output (fast output sampling). The main feature of the proposed technique is that the functional will be estimated with minimal number of output samples and the condition of full state observability is not necessary. The design procedure, simplicity and merits are illustrated through a numerical example.
