Abstract
TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) arithmetic is a peer appraisal methodology for ranking the performance of alternatives. In the process of TOPSIS application, the scientific weights should be allocated for calculating the distance between alternative to positive and negative ideal solution. To build a scientific weights scheme to TOPSIS arithmetic, DEMATEL (Decision Making Trial and Evaluation Laboratory) weights was proposed in this paper. DEMATEL is a kind of method for indentifying key system factors. By using DEMATEL method, the weights for attributes are allocated based on the important degree of each attributes. The TOPSIS methodology with DEMATEL weights scheme have advantages in decision making. A case analysis is also proposed to testify the peer appraisal ability in this paper.
