  • Abstract
    Traditional planning, where the operators plan adequate resources to meet forecasted demand by using only centralized power plant, will soon become obsolete as the new technologies become readily available. In this paper we are proposing a new framework to evaluate candidate technologies and to coordinate the different entities inter-contextually, inter-temporally and inter-spatially. The proposed framework enables for the best technology to be selected and reduces a risk in the long-term planning.
